Dilip Ray Writes to President Seeking Formation of ‘Kalinga Regiment’ in the Indian Army.
In a significant move highlighting regional pride and national service, former Union Minister and senior leader Dilip Ray has written to the President of India, urging the formation of a ‘Kalinga Regiment’ in the Indian Army. The proposed regiment aims to honour the valour and historic martial legacy of Odisha while offering enhanced opportunities for the youth of the state to serve in the nation’s armed forces.
Ray’s letter reportedly underscores Odisha’s rich warrior tradition — tracing back to the valiant Kalinga Empire, whose spirit of courage and sacrifice left a defining mark on Indian history. He emphasized that the establishment of a dedicated Kalinga Regiment would not only commemorate this glorious past but also instill a renewed sense of pride and motivation among the people of Odisha.

The proposal has received support from various quarters. Notably, Amitabh Samal, Social Activist and President of Rourkela Jagran Manch, had earlier raised a similar demand. His letter regarding the “Establishment of Kalinga Regiment” was officially acknowledged and forwarded by the Government of Odisha’s Home Department to the Ministry of Defence, Government of India, on 24 December 2021.
A government communication, addressed by the Deputy Secretary to Government (Odisha) to the Joint Secretary, Ministry of Defence, stated:
“In enclosing herewith Letter bearing No. RJM/215/21-22 dated 04.12.2021 of Sri Amitabh Samal… received through the Office of the Chief Minister, Odisha… I am directed to request you to take necessary action at your end for the needful.”
This correspondence indicates that the matter has been officially routed through the appropriate administrative channels, marking a significant step toward the realization of the proposal.

The demand for a Kalinga Regiment has long resonated among citizens of Odisha, inspired by the region’s storied past — from the legendary Battle of Kalinga, which transformed Emperor Ashoka, to the countless Odia soldiers who have served with distinction in various regiments of the Indian Army.
Public sentiment across Odisha strongly supports the creation of such a regiment, viewing it as a symbol of identity, honour, and service. Advocates argue that it would enhance recruitment from the state and give due recognition to the bravery and patriotism of Odia youth.
While the proposal awaits official consideration by the Ministry of Defence, the initiative by Dilip Ray and civil society leaders like Amitabh Samal has reignited public discourse on the idea.
